1. The Director shall establish and administer a program through which a person may donate money to provide health insurance for a child whose parents or guardians are not able to provide such insurance. 2. The Director shall, by regulation:

(a)Establish a standard of eligibility for the enrollment of children in the program; and

(b)Specify the benefits which must be provided in the policy of health insurance. 3. The Director may adopt regulations which are otherwise necessary to the administration of the program.
