The liability of a relative to contribute to the support of a recipient of public assistance established by this chapter is not grounds for denying or discontinuing public assistance to any person, but by accepting such public assistance, the recipient thereof shall be deemed to consent to suit in his or her name by the county against such responsible living relative or relatives and to secure an order for his or her support.
