All money appropriated or expended by the board of county highway commissioners, whether it be appropriated or expended out of the county road and bridge fund which may be created by this chapter, the Complete Streets Fund created pursuant to NRS 403.573, or out of the county general fund as provided in NRS 403.460, must be expended by the board of county highway commissioners for the purposes hereinafter named and for no other purposes:

1.For laying out, grading, draining, graveling or macadamizing, maintaining, and, when deemed necessary, sprinkling or oiling roads.
2.The purchase of road machinery necessary for the construction of such roads, and the maintenance of the same.
3.The purchase of property necessary in road construction.
