1. The Legislature finds that:

(a)Basic scientific research is essential to any real solution of the energy crisis affecting many parts of the nation.
(b)Investigation of the potential contribution of harnessed solar energy may offer some significant answers to the problem of diminishing power resources.
(c)The facilities of the Desert Research Institute are uniquely capable of being applied to the study of solar energy as a source of power generation. 2. The Board of Regents, through the Desert Research Institute, is authorized and encouraged to undertake research concerning the use of solar energy as a source of power.
