1. The State Board shall adopt rules of procedure for the conduct of hearings conducted pursuant to NRS 391.323 . 2. The rules of procedure must provide for boards of trustees of school districts, governing bodies of charter schools or the Superintendent of Public Instruction or the Superintendent’s designee to bring charges, when cause exists. 3. The rules of procedure must provide that:
(a)The licensed employee, board of trustees of a school district, governing body of a charter school and Superintendent are entitled to be heard, to be represented by an attorney and to call witnesses in their behalf.
(b)The hearing officer selected pursuant to NRS 391.322 is entitled to be reimbursed for his or her reasonable actual expenses.
