“Revenue” does not include: 1. Any proceeds from the interstate sale of natural gas to:

(a)A provider of electric energy that holds a certificate of public convenience and necessity issued by the Public Utilities Commission of Nevada; or

(b)A wholesale provider of electric energy; or 2. Any revenue of a provider of a telecommunication service other than intrastate revenue that the provider collects from retail customers.
