Text

1. A contract may be awarded for separate items or portions or groups of items, or for separate portions or groups of portions of a project, as the best interest of the State requires. 2. If, in the judgment of the Administrator, no satisfactory:

(a)Bid has been received, the Administrator may reject all bids and shall promptly advertise for new bids as provided in this chapter. Until a satisfactory contract is awarded, the Administrator may make as many open market purchases of the commodities involved as are urgently needed to meet the requirements.
(b)Proposal has been received, the Administrator may reject all proposals and may advertise for new proposals as provided in this chapter. 3. The Administrator may allow a person to withdraw his or her bid or proposal without penalty if: (a
