1. The Administrator may use on-line bidding to receive proposals or bids in response to a request for proposals or invitation to bid. 2. A request for proposals or invitation to bid for which proposals or bids may be submitted pursuant to subsection 1 must designate a date and time at which proposals or bids may be submitted and may designate a date and time after which proposals or bids will no longer be received. 3. The Administrator may require bidders to:

(a)Register before the date and time at which proposals or bids may be submitted; and
(b)Agree to terms, conditions or requirements of the request for proposals or invitation to bid to facilitate on-line bidding. 4. The procedures established by the Administrator for the purposes of conducting on-line bidding must not conflict with
