Upon receipt of the estimates of requirements from the using agencies, the Administrator shall cause them to be summarized by classes for all agencies. The Administrator shall then, with the consideration of the quantity of each commodity in stock, market conditions and probable future market conditions, determine or cause to be determined the quantity of each commodity to be purchased.
