Text

A board may: 1. Manage, control and supervise all the business and affairs of the district. 2. Acquire, improve, equip, operate and maintain any district project. 3. Hire and retain agents, employees, servants, engineers and attorneys, and any other persons necessary or desirable to effect the purposes of this chapter. 4. Adopt and amend bylaws:

(a)For carrying on the business, objects and affairs of the board and of the district.
(b)Regulating the use or right of use of any facility, improvement or project. 5. Exercise all rights and powers necessary or incidental to or implied from the specific powers granted in this chapter.
