A cash advance for travel, when approved by the administrative head or the designee of the administrative head or the State Controller, constitutes a lien in favor of the State of Nevada upon the accrued wages of the requesting officer or employee in an amount equal to the sum advanced, but the administrative head or designee or the State Controller may, in the discretion of the administrative head or designee or the State Controller, advance more than the amount of the accrued wages of the officer or employee.
