1. Each commission:

(a)In a county whose population is 100,000 or more shall hold at least one regular meeting in each month.
(b)In a county whose population is less than 100,000 shall hold at least one regular meeting in each quarter. 2. The commission shall adopt rules for transaction of business and shall keep a record of its resolutions, transactions, findings and determinations, which record is a public record. 3. Except as otherwise provided in subsection 4, in a county whose population is 700,000 or more, the commission shall not grant to an applicant or authorized representative thereof more than two continuances requested by the applicant or authorized representative on the same matter, unless the commission determines, upon good cause shown, that the granting of additional cont
