To carry out a community development program, a city may acquire real property, including air or water rights or other interests in the real property, by purchase, lease, donation or otherwise, where the real property is: 1. Blighted, deteriorated, deteriorating, undeveloped or inappropriately developed, from the standpoint of sound community development and growth, as determined by state and local laws; 2. Appropriate for:

(a)Rehabilitation or conservation activities;
(b)Preservation or restoration of historic sites;
(c)Beautification of urban land;
(d)Conservation of open spaces, natural resources, scenic spaces or areas;
(e)Creation of recreational opportunities; or
(f)Guidance of urban development; and 3. To be used for public works, facilities, improvements or other public purpo
