Text

1. The Office shall establish goals for:

(a)The submission of bids or proposals by local emerging small businesses for state purchasing contracts and for the awarding of those contracts to local emerging small businesses; and
(b)The submission of bids or proposals by local emerging small businesses for contracts for public works of this State for which the estimated cost is less than $100,000 and for the awarding of those contracts to local emerging small businesses. 2. The Office shall encourage:
(a)Local governments to award local purchasing contracts and contracts for public works of the local government to local emerging small businesses;
(b)Local governments to establish goals for the awarding of local purchasing contracts and contracts for public works of the local government to
