1. The Legislative Counsel and the General Counsel each have:

(a)The powers and duties assigned by this title and any law or resolution; and
(b)Such other powers and duties as may be assigned by the Director, the Legislature and the Legislative Commission. 2. Upon the request of the Director or any member or committee of the Legislature or the Legislative Commission, the Legislative Counsel or the General Counsel may give a legal opinion orally or in writing upon any question of law, including, without limitation, existing law and suggested, proposed and pending legislation. 3. Except as otherwise provided in subsection 4, if the Legislative Counsel or the General Counsel, as applicable, is unavailable or otherwise unable to carry out his or her powers and duties regarding a particular m
