1. The Administrator shall adopt regulations to carry out the provisions of this chapter. 2. To carry out the provisions of this chapter, the Administrator may, upon receiving a complaint alleging a violation of this chapter or any regulation adopted pursuant thereto:

(a)Issue subpoenas for the production of books, papers and documents which are strictly relevant to the complaint;

(b)Mediate grievances between landlords and tenants of manufactured home parks; and

(c)Make inspections and provide technical services necessary to administer the provisions of this chapter. 3. The Administrator or his or her representative may inspect at reasonable times in a reasonable manner the premises and books, papers, records and documents which are required to enforce the provisions of this chapter.
