§ 74-9-13 — Comprehensive state solid waste management report

The director shall prepare by July 1, 1994, and annually thereafter, a report for the legislature on the status of solid waste management efforts in the state. The report shall include, at a minimum: A. the status of, implementation of and compliance with the Solid Waste Act; B. a comprehensive analysis, to be updated in each report, of solid waste generation and disposal in the state projected for a twenty-year period beginning on the effective date of the Solid Waste Act; C. the total amounts of solid waste generated, recycled and disposed of and the methods of solid waste reduction, recycling and disposal used during the calendar year prior to the year in which the report is published; D. an evaluation of the development and implementation of local solid waste management programs; E. an evaluation of the success in meeting the solid waste reduction goals established in Section 74-9-6 NMSA 1978; F. recommendations concerning existing and potential programs for source reduction and recycling that would be appropriate for the state, its agencies and political subdivisions to implement to meet the requirements of the Solid Waste Act; G. an evaluation of the markets for recycled materials and the success of state, local and private industry efforts to enhance the markets for those materials, including the results of any procurement requirements of the Solid Waste Act; H. the results of any recycling demonstration programs; and I. recommendations to the governor and the legislature to improve the comprehensive management of solid waste in this state.
