As used in the Hazardous Waste Feasibility Study Act: A. "committee" means the radioactive materials committee [radioactive and hazardous materials committee]; B. "division" means the environmental improvement division of the health and environment department [department of environment]; C. "hazardous waste" means garbage, refuse, sludge from a waste treatment plant, water supply treatment plant or air pollution control facility or other discarded material, including solid, liquid, semisolid or containing gaseous material resulting from industrial, commercial, mining or agricultural operations, other than waste pesticides disposed of by a farmer pursuant to Section 74-4-3.1 NMSA 1978, or from community activities which, because of its quantity, concentration or physical, chemical or infect
