The commerce and industry department shall: A. establish and operate a program of promotion to encourage investment in the research and application of solar energy within New Mexico; B. promote and develop in New Mexico a vigorous and productive solar energy industrial complex; C. actively seek and promote the state of New Mexico as the proper and ideal site, because of geographical location, climate, research facilities and plentiful supply of scientific and technical expertise, for the location of the proposed national solar institute; D. develop necessary promotional material to be used in the process of attracting new investment capital within the solar energy field; E. employ sufficient staff to carry out the purpose of the Solar Energy Development Act [71-6-1 to 71-6-3 NMSA 1978]; an
