engineer. A. The director of the oil conservation division of the energy, minerals and natural resources department shall be known as the "state petroleum engineer". B. The director shall be appointed by the secretary of energy, minerals and natural resources and shall:
(1)be a resident of this state; and (2) be registered by the state board of registration for professional engineers and land surveyors as a petroleum engineer; or (3) by virtue of education and experience have expertise in the field of petroleum engineering.
