surface effects of underground coal mining operations. A. The commission shall promulgate rules and regulations directed toward the surface effects of underground coal mining operations, embodying the following requirements and in accordance with the procedures established under Section 6 [69- 25A-6 NMSA 1978] of the Surface Mining Act. Provided, that in adopting any rules and regulations, the commission shall consider the distinct difference between surface coal mining and underground coal mining. B. Each permit issued pursuant to the Surface Mining Act and relating to underground coal mining shall require the operator to:
