Text
The state highway department may: A. enter into agreements with counties, municipalities and communities of this state and provide a program of grants on a matching basis to carry out appropriate litter control programs along state highways within such county, municipality or community; and B. adopt rules and regulations necessary to carry out the provisions of the Clean Highways Act.
