Text

A. The superintendent shall expeditiously examine a newly-filed registration statement and make such investigation of the registrant and related matters as he deems advisable. B. Unless the superintendent finds that the permit should be denied on any of the grounds stated in Subsection C of this section, he shall promptly issue to the registrant a securities permit in appropriate form covering the offering of securities. C. The superintendent may deny a permit on the ground that:

(1)the registration statement is incomplete and has not been completed within a reasonable time allowed therefor by the superintendent and communicated to the registrant;
(2)the proposed sale or issuance of securities would be in violation of law;
(3)the conditions or circumstances of the registrant or insurer,
