members; terms; compensation. A. The "Martin Luther King, Jr. commission" is created. The purpose of the commission is to develop, promote, coordinate and review statewide plans and activities for the annual commemoration and celebration of the birthday of Martin Luther King, Jr. in accordance with Section 12-5-2 NMSA 1978. B. As used in Sections 1 through 4 of this act [28-19-1 to 28-19-4 NMSA 1978], "commission" means the Martin Luther King, Jr. commission. C. The commission shall be comprised of thirteen members as follows:

(1)four members appointed by the governor;
(2)one member appointed by the president pro tempore of the senate;
(3)one member appointed by the minority leader of the senate;
(4)one member appointed by the speaker of the house of representatives;
