funding program. To carry out the provisions of Subsection E of Section 9-8-7.1 NMSA 1978 and to provide behavioral health services to persons who are incarcerated in a county correctional facility: A. the secretary shall adopt and promulgate rules:
(1)pursuant to which a county may apply for and be awarded funding through the authority; and (2) to establish priorities and guidelines for the award of funding to counties; and B. the authority shall distribute funds, as funding permits, to the county health care assistance funds of those counties:
(1)that apply for behavioral health services funding in accordance with authority rules; and (2) whose proposed utilization of funding pursuant to this section meets the priorities and guidelines for the awarding of behavioral health services fun
