As used in the Cumbres and Toltec Scenic Railroad Act [16-5-1 to 16-5-13 NMSA 1978]: A. "commission" means the Cumbres and Toltec scenic railroad commission; and B. "railroad" means the Cumbres and Toltec scenic railroad.
