council; duties. The council shall: A. review information about the use of alternative dispute resolution, including referrals, and make recommendations to the office to improve the effectiveness of alternative dispute resolution programs; B. develop strategies to encourage and expand the use of public facilitation in government operations; C. recommend to the division appropriate training standards and schedules for neutral parties and agency managers and supervisors; D. review and recommend standards and rules to the division to foster participation in alternative dispute resolution and minimize conflict in the discussion of issues under consideration by interested parties; and E. present an annual report to the department, the governor and the legislature by December 1 of each year on t
