In addition to other rulemaking requirements imposed by law, each agency shall: A. adopt rules of practice setting forth the nature and requirements of all formal and informal procedures available; B. set forth in written form all statements of general policy adopted as authorized by law, including a description of its central and field organization, statements of all delegations of authority and the extent thereof, together with a listing of the established places at which, and the methods whereby, the public may secure information or make submittals or requests; C. provide written statements of the general course and method by which its functions are channeled and determined, as well as make available all required or suggested forms, together with proper instructions pertaining thereto;
