14.As used in sections 14 through 24 of P.L.1993, c.288 (C.52:27D-427 through C.52:27D-437): "Business firm" means and includes any corporation, company, association, society, firm, partnership or joint stock company, or any sole proprietor, engaged in, advertising, or holding itself out to be in the business of lead evaluation or lead abatement. "Commissioner" means the Commissioner of Community Affairs. "Department" means the Department of Community Affairs. "Interim controls" means a set of measures designed to reduce temporarily human exposure or likely exposure to lead-based paint hazards, including specialized cleaning, repairs, maintenance, painting, temporary containment, ongoing monitoring of lead-based paint hazards or potential hazards, and the establishment and operation of ma
