18.The commissioner shall adopt rules and regulations in accordance with the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.) as may be deemed necessary to effectuate the purposes of this act. The rules and regulations shall include but, not be limited to: a. Procedures for intervention and gaining access by a county protective services provider to a vulnerable adult who is the subject of a report of abuse, neglect or exploitation, including the safeguarding of that person's civil liberties; b. Procedures for the reporting, collection, retention and use of information secured at the county and State levels to effectuate this act; c. Procedures for maintaining confidentiality when required or when deemed necessary; d. Procedures for the review and evaluation of the perf
