3.The commissioner shall have the following powers and duties: a. To set standards and approve examinations for applicants for a fire protection equipment certificate and issue a certificate to each qualified applicant; b. To administer or approve the examination to be taken by applicants for certification; c. To determine the form and contents of applications for certification and certificates; d. To adopt a code of ethics for certificate holders; e. To issue and renew certificates; f. To set the amount of fees for certificates, certificate renewal, applications, examinations and other services, within the limits provided in subsection b. of section 8 of this act; g. To refuse to admit a person to an examination or refuse to issue or suspend, revoke or fail to renew a certificate of cert
