The department is hereby granted, has, and may exercise all powers necessary and appropriate to effectuate the purposes of this act, including but not limited to the following: a. To sue and be sued; b. To maintain an office at such place or places within the State as it may determine; c. To acquire, hold, use and dispose of its income, revenues, funds and moneys; d. To apply for and accept gifts, grants, or loans from the United States of America or any of its agencies or instrumentalities, or from any other source, public or private, and to comply, subject to the provisions of this act, with the terms and conditions of such gifts, grants, or loans; e. To request the assistance and avail itself of the services of employees of any department or agency of the State who may be helpful and av
