The following shall be considered as unprofessional and unethical conduct within the meaning of said terms as set forth in section 13(e) of this act: a. The violating or attempting to violate, directly or indirectly, or assisting in or abetting the violation of or conspiring to violate any provision of this act.

Practices involving rebates and discounts, or other financial inducements for the obtaining of referrals, either direct or indirect, shall be considered unprofessional and unethical practice. h. Conduct, which, in the opinion of the board, disqualifies a licensee to practice with safety to the public. The foregoing paragraphs are not intended as a complete definition of that which constitutes unprofessional or unethical conduct.
