15. a. The superintendent, through rule and regulation, shall establish an education and training program for bounty hunters who make application to be licensed pursuant to the provisions of section 14 of this act. The program shall consist of such subjects and courses as the superintendent may deem appropriate and shall include a minimum number of hours of classroom or other instruction. b. In implementing and administering the education and training program required in subsection a. of this section, the superintendent shall have the power:
(1)to implement and administer or approve the minimum courses of study and training;
