9. a. It shall be unlawful for any person to engage in the business of public moving or storage unless he shall have obtained from the director a license to engage in the business and shall have a permanent place of business in this State; b. Application for a license shall be made in writing to the director, be verified under oath by the agent in charge and shall contain the following information:

(1)the name and location of the applicant;
(2)description of the applicant's moving vehicles and storage facilities;
(3)identification of the issuer and amount of any insurance or surety bonds maintained by the applicant. A license shall be issued to a qualified applicant if it is found that the applicant is fit, willing and able to perform the service of a mover or warehouseman, and to confo
