Upon finding by the director that the applicant has met the qualifications as set forth in section 2 of this act, a certificate shall be issued to the applicant, upon the payment of a fee of $25.00 to the order of the State Treasurer. L.1981, c. 380, s. 3, eff. Dec. 31, 1981.
