6.The director, in accordance with the provisions of the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), shall promulgate rules and regulations to effectuate the purposes of this act. Those rules and regulations shall include, but not be limited to, provisions providing for a notice: a. to the lessor or lienholder of any motor vehicle subject to a revocation of registration under the provisions of this act; and b. to each person whose driver's license has been suspended of the penalties which may be imposed under the provisions of this act.
