39:3-31. a. Notwithstanding any other provision of law to the contrary, the fee for a duplicate or amended registration certificate for any new passenger automobile required to be registered for a 48-month term or for any new passenger automobile leased for a term of more than 12 months pursuant to R.S.39:3-4, shall be $11. b. The chief administrator may waive the fee imposed for a duplicate license under subsection a. of this section if the applicant, at the time of application: is applying for a REAL ID license, as that term is defined in R.S.39:1-1; currently holds a valid license to operate a motor vehicle issued by the commission; and is not eligible to renew the applicant's current license. The chief administrator's authority to waive the duplicate license fee under this subsection shall expire on October 1, 2020.
