3.The Legislature finds and declares that: a. It is the responsibility of the State to ensure that all New Jersey residents that are of driving age are properly trained, tested, and insured in order to make public roads safer.

b.The State could improve roadway safety and automobile insurance coverage by making driver's licenses and permits available to any safe driver who meets all of the requirements relating to the driver's ability to safely operate a motor vehicle, and who provides proof of identity, qualifying age, and New Jersey residency.

c.Fourteen states, the District of Columbia, and Puerto Rico now allow individuals to drive if the individual is a qualified driver and provides proof that establishes age, identity, and state residency.

The measures in P.L.2019, c.271 (C.39:3-10o et al.) will protect the standard basic driver license and non-driver identification card as a valid and respected form of identification by requiring multiple documents, as deemed acceptable by the commission, in order to obtain the standard basic driver's license or non-driver identification card. e. It is therefore the intent of the Legislature to support road safety and privacy protections by making driver's licenses available to any safe driver who meets all requirements relating to the driver's ability to operate a motor vehicle, pursuant to R.S.39:3-10, and who provides proof of identity, qualifying age, and residency pursuant to the provisions of State law.
