10.Each board shall provide written notice of the date, time and place of each review at least 15 days in advance to the following, each of whom shall be entitled to attend the review and to submit information in writing to the board: a. The division or agency; b. The child; c. The parents including a non-custodial parent or legal guardian; d. The temporary caretaker; e. Any other person or agency whom the board determines has an interest in or information relating to the welfare of the child; f.
