7.The council shall promulgate, in accordance with the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), such rules as it deems necessary for the proper conduct of its work. L.1979,c.105,s.7; amended 2003, c.54, s.8.
