4.The commissioner is authorized to: a. Gather data relative to the occurrence of diabetes and its associated complications; b. Enter into necessary contracts and agreements with counties, municipalities, and other units of government, colleges, universities, associations, and agencies; c. Conduct a scientific investigation into the prevention, cause, and control of diabetes and its associated morbidity; d. Develop more effective methods for evaluating diabetes control strategies; e. Promote programs of education for persons with diabetes in order to improve their quality of life and reduce the burdens of the disease and its complications; f.
