7.The department is hereby authorized, empowered and directed under this act to: a. Plan, construct, cause to be established, and maintain such facilities as may be necessary or desirable for the conduct of its program; b. Acquire, hold, and dispose of real property; c. Acquire by purchase or otherwise, on such terms and conditions and in such manner as it may deem proper, or by the exercise of the power of eminent domain in accordance with the provisions of Title 20 of the Revised Statutes, and lease, hold and dispose of, real property or any interest therein, for the purposes of this act; d. Make and enter into all contracts and agreements necessary or incidental to the performance of its duties and the execution of its powers under P.L.1975, c.305 (C.26:2B-7 et seq.); including, but no
