15. a. There is established a nine-member advisory board to be designated as the University Hospital Community Oversight Board. The purpose of the board shall be to ensure that the mission of the hospital and the intent of the "Agreements Reached Between Community and Government Negotiators Regarding New Jersey College of Medicine and Dentistry and Related Matters of April 30, 1968" to provide a comprehensive health program to the community in the City of Newark, including, but not limited to, ensuring access to all essential health care services provided by the hospital, are upheld. b. The membership of the University Hospital Community Oversight Board shall be comprised of:

The membership of the University Hospital Community Oversight Board shall be comprised of: (1) four members who shall serve ex officio, including: the President of Rutgers University; and the Chief Executive Officer, Chief Financial Officer, and Chief Medical Officer of University Hospital; and (2) five public members to be appointed as follows: (a) two representatives of organized labor, one appointed by the head of the largest union that is affiliated with the AFL-CIO and represents persons employed at University Hospital and one appointed by the head of the largest union that is not affiliated with the AFL-CIO and represents persons employed at University Hospital; (b) one person who is a resident of the City of Newark appointed by the Governor, with the advice and consent of the Senate; (c) one person who is a resident of the City of Newark appointed by the President of the Senate; and (d) one person appointed by the Speaker of the General Assembly. c. The public members of the board shall serve for a five-year term; except that of the members first appointed, three shall serve for a term of five years, one for a term of three years, and one for a term of two years. A member of the board shall serve until the member's successor is appointed. A vacancy in the membership, occurring other than by expiration of term, shall be filled in the same manner as the original appointment but for the unexpired term only. d. The members of the board shall select a chairperson and vice chairperson from among themselves. The board shall organize as soon as practicable following the appointment of its members. The chairperson shall appoint a secretary who need not be a member of the board. e. The board shall meet at such times and places as it shall designate. f. University Hospital shall provide such staff support to the board as it deems necessary to carry out its duties. L.2012, c.45, s.15.
