1.The Legislature finds and declares that: a. The State of New Jersey has designated the Kelsey building located at 101 West State Street, City of Trenton, a State landmark and historic site which is being preserved as a part of the cultural heritage of this State; b. The original intent of Henry Cooper Kelsey, whose generosity constructed this building, was to support educational purposes; c. The State has determined that an appropriate use of this facility is served by supporting the programs of Thomas A. Edison State College; and d. The State, Thomas A. Edison State College, and the City of Trenton have jointly agreed that the interest of these parties is well-served by the physical presence of Thomas A. Edison State College in the Kelsey building and the adjoining properties known as
