7.Every application for a new license shall be accompanied by a nonrefundable application fee as provided in subsection d. of section 8 of P.L.1996, c.157 (C.17:11C-8). The license shall run from the date of issuance to the end of a term of not less than two years as set by the commissioner by regulation.
