11. a. No person shall knowingly dispose of used nickel-cadmium rechargeable batteries or used sealed lead rechargeable batteries as solid waste at any time. b. Any person seeking to dispose of used nickel-cadmium or sealed lead rechargeable batteries derived from household use may:

(1)return these types of used dry cell batteries to a retailer unless otherwise provided by the battery management plan required pursuant to section 8 of this act;
(2)transport these types of used dry cell batteries to a household hazardous waste collection site established pursuant to a county household hazardous waste collection program;
(3)place these types of used dry cell batteries for collection in the manner provided by the municipal recycling ordinance in instances where the adopted district recyclin
