2.As used in this act: "Administrative review" means a review to determine whether all of the information which is required for a permit application to be deemed complete has been submitted to the department; "Applicant" means the person in whose name a permit is to be issued; "Commissioner" means the Commissioner of Environmental Protection; "Completed application" means the submission of all of the information designated on the checklist adopted pursuant to section 1 of P.L.1991, c.421 (C.13:1D-101 et seq.), for the class or category of permit for which an application is made; "Department" means the Department of Environmental Protection; "Fee" means any fee, assessment or other charge imposed by the department pursuant to any law, rule or regulation for a permit; "Member of a regulated
