Text
The governor and council may grant to the owner of a dam located at the outlet of an inland public water the right to flow public lands contiguous to such public water and its tributaries when, in the opinion of the department, it is in the public interest to do so, and under such terms and conditions with respect to water levels and otherwise as the department may specify.
