Text
The city councils shall, at the times fixed by ordinance for that purpose, meet in convention, and by joint ballot elect a city treasurer and all other subordinate officers who are not chosen in the ward meetings, appointed by the mayor and aldermen or otherwise appointed by law; and all such officers shall hold their respective offices until others are elected or appointed and qualified in their stead.
